Deconfinement: facemask and certificate in public transportation, controls starting from Wednesday

France is exiting containment this Monday May 11th and past this date, facemasks are mandatory in public transportation and in Île-de-France, commuters will have to hold a certificate at peak hours. Yet, penalizations will start from Wednesday April 13, 2020.

Starting from May 11th, 2020, rules are changing in France. After confinement, here is containment exit and this new step in the fight against the coronavirus epidemic comes in with new measures in public transportation where social distancing can be difficult to uphold.

From now on, facemasks are mandatory from 11 years old or you could be penalized a €135-fine. In Île-de-France, this measure comes with an extra rule: in order to reach maximum 15% inflow rate, the access to trains in this region at peak hours is reserved for people going to work.

From 6:30 a.m. to 9:30 a.m. and from 4 p.m. to 7 p.m., users will have to present a certificate signed by their employers or a derogatory trip certificate in case of compelling reason justifying why they are using transportation at that time. Once again, offences can be penalized with a €135 fine.

Yet, this Sunday May 10th, 2020, State Secretary for Transport Jean-Baptiste Djebbari says that indulgence will be shown in the first day of deconfinement. Interviewed by RTL, he says that authorities will show pedagogy on Monday May 11th and Tuesday 12th, 2020 in order to “spark compliance”. Starting from Wednesday May 13th, 2020, yet, first controls will start, and fines will be given in case of offences.

Île-de-France inhabitants will need an “employer’s certificate”, or “Attestion employeur” in French, to ride public transit at peak hours and go to work starting from May 11th. Ile-de-France region President has had this proposition listed in a charter signed this Wednesday with the State, the local authorities, employers, union trades and public transit operators and validated by the government. This certificate will be mandatory at peak hours between 6:30 a.m. and 9:30 a.m. and between 4 p.m. and 7 p.m. upon penalization.
