Coronavirus: Paris on maximum alert area, new restrictions

Facing the worsening situation of the health crisis in the country, today, Paris and its inner suburbs are on maximum alert. This Monday October 5, 2020 at 11:30 a.m., Paris Police PRefect and the competent authorities have unveiled new anti-Covid measures. These new "binding measures" will be implemented on Tuesday for a two-week period.

As Marseille and Guadeloupe have been listed as maximum alert area since September 23, we are now all looking at the 11 big cities listed on reinforced alert and especially Paris. The French capital has joined the Aix-Marseille conurbation on the new map of indicators.

On October 4 evening, the Prime Minister said that Paris and the inner suburbs of Paris (Hauts-de-Seine, Seine-Saint-Denis and Val-de-Marne) are now on maximum alert. Therefore, several restrictions have been unveiled on Monday October 5, 2020 by Paris Mayor Anne Hidalgo. They will be implemented from Tuesday and for two weeks, and are revolving around three main issues: limiting gatherings, preventing crowds and renewing measures already implemented.

New measures in Paris and its inner suburbs:

  • Gatherings over 10 people on the public road banned (excluding protests, walks, shootings, guided tours, food distribution, queues and testing)

  • Bars to close down from Tuesday October 6

  • Restaurants allowed to open on the condition they respect a reinforced health protocol

  • Student parties banned in public places

  • Takeaway sales banned beyond 10 p.m.

  • Loud music on the public road banned

  • Gambling clubs banned

  • Wedding receptions in places receiving public banned

  • Fairs and shows, tents and structures like circuses banned

  • Clubs, gyms and swimming pools are closed

  • Stadiums and sport events allowed but limited from a 1000-people gauge or depending on the surface of the venue, 50% of its capacity

  • Shopping malls limited to 1 person for 4sqm

  • Theaters, movie theaters and museums remain open

  • Implementation of a reinforced health protocol in nursing homes

  • Universities limited to 50% of their capacities from October 6

Yet, Matignon said the AFP that restaurants could remain open in maximum alert areas with a reinforced health protocol. An announcement making Aix and Marseille restaurateurs happy as they can reopen on October 5 from noon.

For the record, the government takes three criteria into to put a department on maximum alert: an incidence rate over 250 cases for 100,000 inhabitants, an incidence rate over 100 cases for 100,000 people aged 65+, and areas where the share of patients with COVID-19 in ICU is over 30%. In Paris, the vigilance threshold has been exceeded on the three criteria, leading to the maximum alert position.
