Health pass: what the government still has to specify

As the government is to present a draft bill about the extension of the health pass this Monday July 19, 2021, some gray areas need to be specified, such as when the health pass is to be instated in bars and restaurants. Keep reading to find out more!

The health pass is the talk of the country… As the executive is to present, this Monday July 19, 2021, the draft bill about the extension of the pass to bars, restaurants, and long-haul transit during the Ministerial Council – as they are to be instated from August – many gray areas need explanations from the government. The extension of the pass to places over 50 people – instated from Wednesday July 21 – is yet not part of the draft bill.

The draft bill might be altered from this Monday afternoon already, after the Council of State met, and by the end of the week, after being studied by the Constitutional Council, already expected to be referred to by a part of the Senate, among the elected representatives from the right. One topic is in discussion: the right balance between Delta variant curbing measures – and protecting the public health – and individual freedom guaranteed by the constitution and the law.

Also in talks, people who cannot get vaccinated for health ground, and for whom the health pass is not possible. But most of all, one specification is expected by all: a date to instate the health pass in places it applies to from August! According to JDD, it shall be instated from September 15, giving time to promulgate the lax and “give more time to professionals” to adapt.

Another debatable topic: compulsory health pass for employees from the aforementioned establishments, subject to dismissal. A matter sparking a lot of debate in many legal experts working on this case. They also condemn the obligation for people positive to Covid to isolate for ten days. The law is yet already instated to foreigners coming to France.
