Coronavirus: masks, schools, businesses ... the modalities of decontamination

Presented by Edouard Philippe to the National Assembly on Tuesday 28 April, the modalities of the decontamination plan to get out of the health crisis linked to the coronavirus seem to be clarified... Masks, shops, transport, schools... We make the point on the evoked tracks and the announcements already made.

How will the decontainment and the post coronavirus take place? A question that preoccupies many French people after the announcement by the President of the Republic Emmanuel Macron, during an address last Monday, April 13, of a gradual exit from containment from May 11. A question that should find its answer Tuesday, April 28, since Prime Minister Edouard Philippe must present to the National Assembly a decontainment plan to exit the health crisis while avoiding a second wave of Covid-19.

Which businesses will be able to open again? How will the return to school be done? What will be the modalities concerning the wearing of masks? We take stock of the different tracks evoked, as well as some announcements already made!

A return to school for students from May 12

Concerning the reopening of schools, the Minister of National Education Jean-Michel Blanquer has already made some announcements on the subject. Thus, teachers and educational staff will return to their respective establishments on May 11, for a return to school for students, for some of them at least, on May 12.

This concerns the kindergarten students, the CP and the CM2. The rest of the students should return to school on May 25. As for the terms of the return, they are not yet known, except for the number of students per class:"Not a single class will have more than 15 students" he said. A return to school could be done on a voluntary basis.

It should be noted that the Scientific Council, which wished a return to school in September, has indicated that it wants additional measures, such as taking the temperature every morning at the entrance of schools, but also to make children aware of the barrier gestures through information sessions or to oblige secondary school students to wear a mask.

Reopening of shops: a still thorny issue

Concerning stores and other stores, they could reopen on May 11, but for the moment, no official announcement has been made on specific arrangements. However, if they have the possibility to open on this date, they will have to put in place measures to enforce the barrier gestures and the physical distance, such as the provision of latex gloves and hydroalcoholic gel at the entrance of their establishment, the implementation of a sign on the floor or a device protecting the staff at the cash registers.

"We are firmly resolved to open", said Francis Palombi, president of the Confederation of French shopkeepers, on Saturday 25 May to our colleagues from BFMTV. And to continue by explaining that the government"does not always bring concrete, immediate answers".

Public transport: towards a compulsory wearing of the mask?

On the side of the public transport, no official announcements either, but Edouard Philippe judged "probable" the obligation to wear a mask in the buses, subways, streetcars, RER and other means of public transport. For her part, Valérie Pecresse, President of the Ile-de-France region, explained that the region would provide transport users with masks, while companies would in turn provide their employees with masks.

"Wearing a mask is what protects, and it's what protects in a closed environment such as transportation, where, by definition, it will be difficult to respect social distances," she told our colleagues on France Bleu Paris several days ago. A wish also shared by the Mayor of Paris Anne Hidalgo, as well as by the new CEO of the SNCF, Jean-Pierre Farandou.

Travel and vacations: France to be favored

Regarding travel in France and abroad, the idea of a ban on inter-regional travel seems to have been abandoned. The Scientific Council proposes that inter-regional travel should be authorized, but in strict compliance with barrier measures. However, beware:"the occurrence of a regional epidemic outbreak may lead to a resumption of local containment rules and the suspension of inter-regional travel", it explains.

As for the TGV, no modalities on travel conditions have been announced for the moment, but the SNCF estimates a resumption of rail traffic for July, in its entirety. As for aviation, no announcement either for the moment, but travel abroad is well and truly compromised for the time being, and the government intends to extend the closure of the Schengen area borders until September.

What about the masks?

This is THE big question that all French people are asking themselves: will we have enough masks for the population? The answer is yes, according toEdouard Philippe 's announcement during the last press conference held with the Minister of Health, Olivier Véran, on Sunday, April 19. Masks "general public" which should, according to one of the tracks considered, be sold in tobacco shops, and in pharmacies. Masks that could also be made available free of charge in town halls.

And concerning its wearing, except in the public transport where those should be obligatory, the government seems to lean for a recommendation, and not an obligation, in the public spaces. A direction that does not seem to want to follow theAcademy of Medicine which recommends on its side a compulsory wearing of the mask in the public space, and this from now on.
