Coronavirus: Edouard Philippe makes the confinement regulations harder

This Monday March 23rd, 2020, Prime Minister Edouard Philippe gave explanations as for the confinement regulations implemented for a week, in order to curb the Covid-19 propagation. From now on, outing restrictive measures are stricter, especially as it comes for sport and food markets.

You shall not joke about security regulations”. A new step has been made in the war against coronavirus. While France has been in lock down since Tuesday March 17th, 2020, it took just a week for the executive to announce more restrictive and new measures.

After noticing a general non-respect of the exceptional health instructions in the entire country, the Prime Minister and his government announce this Monday March 23rd, 2020 even more restrictive confinement measures. These measures will be implemented from Tuesday March 24th, 2020.

This time, Prime Minister Edouard Philippe raises his voice since these confinement measures even more drastically limit French people at home. From now on, regulations are harder: trip derogations to work out, derogations for health matter but not related to coronavirus are clarified, food markets are closing, excluding derogation from the prefect.

Confinement regulation precisions:

  • A €135 fine in case of offence, up to €335 and €1500 in case of repeat offence

  • Trips out to walk children or to work out: only within a 1-kilometer perimeter form home and for maximum 1 hour, on your own, once a day. Moreover, you now have to date and time your certificate.

  • Outings for health matter, only for emergency cases or by doctor’s order.

  • Food markets are closed. One exception: the prefect, after asking the mayor, can only depart from the ban in case of extreme necessity so that remote cities can have access to these markets. While respecting the health instructions.

The Prime Minister recalled, these regulations aim at protecting the most fragile citizens and “relieve” health caregivers. Moreover, doctors and health professionals already demanded the State Council this Sunday March 22nd, 2020 to implement total confinement and shut down markets first and raise outing derogations qualified as too permissive and not respected. Even stricter confinement measures were demanded by all health caregivers remaining “on the frontline” facing the virus. In France, 110,000 fines have been recorded since the implementation of these measures.

So much that exceptional health instructions have been taken last Monday, many failures have been noticed these past few days. Behind this lack of respect? The five derogations planned by the decree authorizing professional trips, trips to go grocery shopping, for health matter, to help vulnerable people and to work out individually such as running on your own and by your home.
