Vaccinal pass: places likely to require it in France

On his address held on Friday December 17, Prime Minister Jean Castex warned the health pass will before a vaccinal pass after examination of the bill in January. Therefore, non-vaccinated people will no longer be able to test to get a pass, and many places will be closed to them.

Which place does this vaccinal pass apply to? Although the official list will be made after the Senate approved the bill, the government has already given a few indications.

Bars and restaurants

So far open to antigen or PCR test, restaurants will be closed to non-vaccinated people. The vaccinal pass will also be required to access outdoor terraces.

Movie theaters and places of culture

Places of leisure will also require this new vaccinal pass. The population will need to get a complete vaccination scheme, namely three doses. In ski resorts, the health pass might be replaced by the vaccinal pass for ski lifts.


This is an issue, likely to cause a major debate in the opposition. Health places such as hospitals or retirement houses might require the vaccinal pass. Excluding emergencies, non-vaccinated people will be not allowed to go to major medical appointments.

Means of transportation

Although metro, RER and TER are to be excluded from the vaccinal pass, traveling by train or plane will be reserved for vaccinees.


This Monday December 20, the vaccinal pass project will be addressed by the Labor Minister and social partners. The government seems to be ruling for the implementation of a pass to be able to go to work, but it would be more a health pass. As a matter of fact, banning access to work to one that is not vaccinated seems difficult.

The vaccinal pass does not apply to schools and shopping malls. But, after-school activities could be subject to a health or vaccinal pass.

The executive wishes to start the examination of the bill from January 5 with the Council of ministers, before moving to the Senate, at the latest in the week of January 17th. If passed, the law will come into effect from late January or early February.
