After a rather mild December, cold weather is setting in across France and in the capital, with sub-zero temperatures forecast this week, both at night and during the day. To protect the homeless, Paris has triggered the "extreme cold" plan as of this Monday, January 8, 2024, which unblocks accommodation places, in addition to those provided by the State. Already activated in several départements, the plan allows resources to be adjusted according to three levels: cold weather, extreme cold (between -5°C and -10°C) and extreme cold (below -10°C).

The plan can be activated annually from November 1 to March 31 in the event of a cold snap, to limit the impact on health and protect those most at risk. In Paris, the Île-de-France prefect has activated the "Grand Froid" plan, with 100 places for families and isolated individuals, and a total of 274 additional places will be available this week.
In Hauts-de-Seine, prevention and vigilance measures are in place. In Seine-Saint-Denis, where temperatures are approaching -10 degrees, the " Grand Froid" level 1 plan has been activated, with two centers in Gagny and Clichy-sous-Bois and a potential third in Montreuil. Outreach work has been stepped up. Over 17,000 emergency places are available in the département. As a reminder, nearly 3,633 homeless people were counted in Greater Paris this year.
Santé Publique France points out that the cold requires extra physical effort, and recommends covering the parts of the body most exposed to heat loss: head, neck, hands, feet, nose and mouth, to avoid breathing icy air.
