A new national cultural venue is set to open its doors by 2027 in the Paris region: a museum and memorial dedicated to terrorism, a project announced by Emmanuel Macron in 2018. Initially planned for Suresnes, the venue will now be located in the 13th arrondissement of Paris.

What is the status of the Terrorism Memorial Museum project in Paris? Announcedby Emmanuel Macron in 2018, this project was originally scheduled to open by 2027 atMont Valérien in Surennes in the Hauts-de-Seine department.Historian Henry Roussou, who is leading the museum's preliminary planning, described his vision to AFP as "a place with a dual purpose, combining the functions of transmission and tribute, bringing together emotion and reflection." 

The aim of this museum? To detail "the phenomenon of terrorism by enabling people to think about it and understand it in order to avoid the shock effect that each attack causes." It will retrace the various events that have occurred sincethe attack on the Drugstore Publicis in 1974 to the present day. Henry Rousso explained,"It will cover anarchist, nationalist, Third World independence and political attacks, as well as recent jihadist attacks." A memorial section will display a comprehensive list of French victims of attacks in France and around the world. 

However, on Monday, September 8, according to AFP, the project will be abandoned in Suresnes because it is too expensive. On Tuesday, November 4, 2025, according to France Inter, a new location has been found for the project: a disused barracks in the 13th arrondissement of Paris. This more central location should offer 3,000 square meters of space for investment.
