The former Paris Hospitals headquarters opposite City Hall is being transformed — the planned project for 2028.

In the heart of the city, opposite the City Hall, the grand Haussmann-style complex that once housed the AP-HP headquarters is set to undergo a dramatic makeover. By 2028, the « Cœur Paris » project will breathe new life into these 27,000 square meters, transforming the site into a vibrant mix of affordable housing, offices, shops, a women’s center, and a health clinic.

Until now, the former Paris Hospitals headquarters (AP-HP), located opposite the City Hall, has been occupied by the temporary and community-focused Arches Citoyennes project. By 2028, once renovations are completed, this site is set to be transformed into a mixed-use development featuring offices that will host "responsible" businesses, social housing reserved for healthcare workers and RATP employees, as well as retail spaces including a restaurant and a gym. Spanning 27,000 square meters, this project aims to breathe new life into a space that has long been abandoned.

A new Women's House offering 50 shelter spaces for victims of violence, a residence with 50 units for young professionals, and a health center are set to complete the transformation. This initiative, called "Cœur Paris," stems from a 2021 call for projects by the City of Paris and was awarded in 2022 to developers BNP Paribas Real Estate, Apsys, and RATP Habitat.

A new chapter begins for this Haussmann-style building in the heart of Paris. It will retain its elegant architecture while transforming into a mixed-use site, housing nearly a dozen different activities within its walls.
