This social movement in Île-de-France transport targets the network operated by Keolis between Paris and Orly. According to Île-de-France Mobilités, the tram T9 and 28 bus lines, including seven Noctilien routes, could be disrupted on Thursday, September 10 and Friday, September 11, 2026. During the day, users in Paris (notably in the 13th, 14th and 15th arrondissements), in Val-de-Marne (94), in Hauts-de-Seine (92) and in Essonne (91) are on the front lines.
At night, the network expands much further. The affected Noctilien lines reach Saint-Ouen in Seine-Saint-Denis (93), Chelles in Seine-et-Marne (77), Sartrouville in Yvelines (78), as well as Longjumeau and Juvisy in Essonne. The N31, which runs from Gare de Lyon to Orly Airport, is also included on the list.
This notice comes just a bit over a month after a major shift in operators. Since August 1, 2026, the Seine Orly bus lines, which were previously run by the RATP, now operate under the banner of Keolis Grand Paris Seine Orly — a direct result of the opening up of competition for Île-de-France buses. The T9 and lines 282, 480, 482, 483 and Licorne, for their part, had already been operated by Keolis since 2021.
The network’s buses operate from three depots—in Ivry-sur-Seine, Vitry-sur-Seine, and Villeneuve-le-Roi. According to a call circulated at the end of August, the CGT is challenging the working conditions and the transfer of staff to the new operator.
The file offers nothing new. In July 2025, a first strike had already punctuated IDFM's vote, entrusting this batch of 28 lines to Keolis. A year later, the transition feels like a move where the boxes haven’t all been unpacked yet, and travelers are feeling the bumps.

For this Thursday, the forecast sets the tone. The buses 25, 27, 62 and 91 stay in the depot, while 47, 83, 132 and 325 are operating at half capacity. The 89 runs with six out of ten buses and the 125 with seven out of ten, while the T9 holds steady with nine out of ten trams between Porte de Choisy and Orly.
For the other lines, it’s best to consult the Île-de-France Mobilités information page dedicated to this movement. On the Friday, September 11 side, the transport plan is announced the day before, starting at 5 p.m., and frequencies may well differ from those on Thursday.
A small caveat for night owls: a Noctilien ride overnight from Thursday to Friday straddles the two strike days. Before heading back late, be sure to check both forecasts.
The metro and the RER are not affected by this strike movement, and that’s a solid card to have. From Bibliothèque François Mitterrand, the RER C serves Ivry-sur-Seine and Vitry-sur-Seine, helping to compensate for the absence of the 25 or the gaps in the 132. The line 7 of the metro, for its part, reaches Villejuif Louis Aragon and Mairie d'Ivry, two termini well known to users of this network.
For Orly airport, the Line 14 runs from Saint-Lazare, Châtelet or Gare de Lyon to the terminals, a welcome alternative to the N31 or the 480. On the Boulevards des Maréchaux, the tramway T3a connects the Pont du Garigliano to the Porte de Vincennes, passing the Portes d’Orléans, de Choisy and d’Ivry. Not as direct as a 62, but handy for crossing south Paris from west to east.
In any case, it's wise to build in a little extra time. Lines that are running at partial service tend to be busier than usual during peak hours, with buses sometimes arriving in bursts after long waits. A quick check of the next departures on the Île-de-France Mobilités site or app just before you set off can spare you a pointless wait at the stop.
