While the message refers to "disrupted" access to the monument, the page indicating the Tower's opening times does indeed indicate"closed".
Exceptionally, the Parisian monument is therefore completely closed to the public. Visitors who already had their ticket should be able to exchange it or get a refund, according to the conditions indicated in the e-mail sent by the Tower ticket office.
