November is here! A winter month that can be tough on morale if the weather's gloomy, and which has a number of important changes in store for us. Throughout the year, measures impact our daily lives, whether from an economic, health, transport, social or environmental point of view. So, what can we expect in November 2025?
Between price rises, new subsidies and restrictions, these changes can sometimes be hard to keep up with. That's why, every month, we bring you up to date on what's changing in Paris and the rest of France, as and when it's announced, so that you can keep abreast of the latest rules. Here are the main changes to remember, announced for the moment.
Good news for French retirees linked to Agirc-Arrco, as pensions from the supplementary scheme for private-sector employees are set to rise a little! But don't expect any miracles: the increase should be 0.6%, since it is always lower than the annual inflation rate excluding tobacco announced by Insee, but that's something to be taken for granted in today's economy. Last year, the increase was 1.6%.
A reform is taking place, announced in February 2025 by the Commission de Régulation de l'Énergie (CRE). In concrete terms, this means that the number of daily off-peak hours remains unchanged at 8, with 5 consecutive hours at night, but daytime off-peak hours between 11 a.m. and 5 p.m. will become more widespread. The off-peak hours between 7 and 11 a.m. and between 5 and 9 p.m. will disappear, and may vary according to the season in some regions, depending on the amount of sunshine.
The winter truce returns from November 1, 2025 to March 31, 2026. During this period, evictions are suspended, particularly for unpaid rent.
