The Summit for Action on Artificial Intelligence takes place on February 10 and 11, 2025 at the Grand Palais in Paris, bringing together representatives from over 100 countries, including heads of state, technology company leaders, researchers and members of civil society. The event aims to discuss the ethical, economic and social issues surroundingAI, with a view to promoting ethical, sustainable and inclusive artificial intelligence.
The main aim of the summit is to establish guidelines for harnessing the benefits of artificial intelligence while controlling its risks. Discussions will focus in particular on the safety of AI systems, their impact on employment, and the need for international regulation to avoid abuses such as mass surveillance or algorithmic bias.
France hopes to play a mediating role between the USA, China and Europe, promoting a collaborative and inclusive approach. Indeed, Emmanuel Macron took advantage of the event to announce 109 billion euros of private investment in the AI sector in France, in particular to develop data centers and the necessary technological infrastructure.
However, there are also calls for more stringent regulation. Organizations such as Amnesty International are warning of the risks associated with the misuse of algorithms, and calling for strong guarantees to protect fundamental rights.
The summit will have a direct impact on the capital, particularly in terms of security and traffic. A large police presence has been deployed around the Grand Palais, with reinforced security perimeters and systematic searches in the vicinity of the site.
The Champs-Élysées - Clemenceau metro station is closed for the duration of the summit, while traffic is severely disrupted on the Avenue des Champs-Élysées and the Quai d'Orsay. Certain roads are temporarily reserved for official motorcades, complicating travel by car and public transport in the area.

The event also had a major impact on road traffic. On Monday February 10, the opening day of the summit, more than 400 km of traffic jams were recorded in Paris and the Île-de-France region, an exceptional level of congestion. The traffic restrictions in place around the Grand Palais, combined with rerouting of official delegations, contributed to traffic paralysis on several major routes, including the Paris ring road, the A1 freeway and boulevard Haussmann.

Some motorists have reported journey times doubled, especially to reach the center of Paris from the suburbs. The situation was exacerbated by the closure of certain lanes and the difficulty for public transport to absorb the influx of passengers.
