The inter-professional strike on October 2 is expected to bring together the civil service and thenational education sector, following the failure of talks between the inter-union coalition and Sébastien Lecornu at Matignon on September 24. The SNES-FSU, the leading secondary school union, confirms its participation in this mobilization, which aims to see the draft budget abandoned and salaries in education raised. The "Bloquons Tout" citizens' movement, already mobilized on September 10, is also joining this call for strikes in the Ile-de-France public services. The FSU, CFDT, CGT, FO, CFE-CGC, CFTC, UNSA and Solidaires unions are maintaining their demands in the face of the government's lack of concrete responses.
According to Sophie Vénétitay, General Secretary of SNES-FSU, the leading secondary school union, the October 2, 2025 strike should be "well attended" in theFrench education system. Vénétitay believes that this mobilization is "truly a mobilization of general interest", and is addressing her comments to parents, who will have to get organized to cope with the expected disruptions in schools. We recall that during the previous strike on September 18, the strike rate among civil servants was over 12%, with almost one teacher in six on strike in primary and secondary schools, according to Ministry figures.
In the middle and high schools of the Île-de-France region, mobilization could be particularly strong. The SNES-FSU reported that 45% of staff were on strike during the previous mobilization. This time, the union has adopted an action plan "commensurate with the seriousness of the situation", with several days of strike action envisaged, linked to the interprofessional action plan.
Sophie Vénétitay denounces a "lunar" exchange with Sébastien Lecornu during the September 24 meeting at Matignon. "He didn't even touch on pension reform in his opening remarks", she points out, criticizing the Prime Minister's lack of concrete answers to union demands: pay rises without compensation, job creation and smaller class sizes.
The "Bloquons Tout" citizens' movement, which had already mobilized between 175,000 and 250,000 people on September 10, according to sources, is considering joining the inter-union call. Representatives of this popular movement, which was born on social networks, are expressing their anger at the "total failure of the meeting with the Prime Minister".
"Nothing to expect from this government, nothing to negotiate: they despise the street, they despise the people, they despise our lives," writes the movement on its platforms. It calls for massive mobilization: "On October 2, the whole country stops. We block, we occupy, we strike everywhere, together". This possible convergence between traditional trade unions and a spontaneous popular movement could mark a new stage in social protest.
The inter-professional strike on October 2 has several major objectives. The intersyndicale demands the abandonment of the entire draft budget, in particular the doubling of medical deductibles, the de-indexation of pensions and social benefits, and the planned elimination of 3,000 civil servant jobs.
The unions are also calling for tax justice, with the introduction of measures to tax large estates and very high incomes. They call for social and environmental conditionality on the 211 billion euros of public aid to private companies, as well as commensurate budgetary resources for public services.
For thenational education system in particular, the demands relate to the upgrading of the teaching profession "to ensure that there is a teacher in front of every class", a goal that was not achieved by the start of the 2025 school year. This mobilization is aimed at defending the public education service in the face of announced budget cuts.
Trade union organizations are actively preparing for this day with actions in companies, services and administrations. The SNES-FSU has reactivated its solidarity fund to support strikers, particularly the most precarious. General staff assemblies and information meetings are being organized to maximize participation.
In addition tonational education, the local and hospital civil services are also expected to be mobilized. The CGT federation of public services has issued a strike notice covering all employees in cities, départements, regions and public establishments. There could also be disruptions in the transport sector, following the example of the strike on September 18, when over 10,000 strikers were counted at the RATP.
The unions have pledged to keep up the pressure on the government. They plan to meet again soon after the day's events to decide on the next steps to be taken. The SNES-FSU is planning a "strike lasting several days" if the demands are not satisfactorily met.
The mobilization comes against a tense political backdrop, with Prime Minister Sébastien Lecornu in a weak position in the face of a fragmented National Assembly. The outcome of this strike could influence the balance of political and social forces in the weeks to come, as the 2026 draft budget must be tabled before October 13.
