If your phone is ringing this Wednesday, it's simply because you're in the large area that would be affected if the Seine decided to act up. The alert will display an explanatory message, clearly stating that this is an exercise, and that you should avoid contacting the emergency services to avoid saturating the emergency and authority lines. No danger is approaching, so don't panic! And don't try to put your phone on silent to escape - it'll still ring!
