On the Colonel-Fabien Square, in the 19th arrondissement of Paris, a white silhouette with futuristic curves has been catching the eye for more than half a century. Behind this distinctive architecture lies the Espace Niemeyer, home to the French Communist Party in this building, which has been a listed historic monument since 2007.
Usually closed to the public, this exceptional site is mainly accessible during the European Heritage Days or for exceptional openings, such as during the July 2026 heatwave when it welcomed visitors seeking a climate-controlled environment.
When the PCF decided in 1965 to consolidate its several Paris offices into a single headquarters, it naturally turned to Oscar Niemeyer. The Brazilian architect was then a global figure, having helped design, with Lucio Costa, the major public buildings of Brasilia, Brazil’s new capital inaugurated in 1960. Exiled in France to escape the Brazilian military dictatorship and a committed communist, the designer donated the plans for the party’s future headquarters.
In Île-de-France, his imprint is also visible at the Bourse du Travail de Bobigny and at the former headquarters of the newspaper L'Humanité in Saint-Denis. Everywhere, he favors the curved lines, the sculptural concrete, and an architecture where poetry prevails over the right angle.
The construction of the Espace Niemeyer spans from 1969 to 1980. The first phase sees the six-storey main building rise from the ground, recognizable by its vast, gently undulating glass façade. The second gives birth to the site's most famous feature: the spectacular white dome that seems to emerge from the ground like a frozen wave... or a spaceship perched at the heart of Paris!
Under this dome lies an impressive conference hall of around 250 seats. Designed entirely by Niemeyer, it impresses with walls clad in fine metal slats, its indirect lighting, and its meticulously tuned acoustics. Aesthetically, it evokes both the science-fiction cinema of the 1970s and the futuristic backdrops of today’s major productions.
The building also houses a vast exhibition hall of nearly 1,000 m², several meeting rooms, an auditorium, a cafeteria, and a rooftop terrace offering a sweeping view of Paris's rooftops. The whole structure constantly plays with natural light, glass, concrete and perspective, giving visitors the sense of moving through a monumental work of art.
Beyond its architectural significance, the Niemeyer Space remains first and foremost the national headquarters of the French Communist Party. Since its gradual relocation in the 1970s, it has hosted congresses, leadership meetings, press conferences and numerous landmark events in the party’s political life. Its architecture has become inseparable from the PCF’s visual identity, to the point of regularly appearing in the media, films, series and documentaries.
Situated in a neighborhood undergoing rapid change, between the Saint-Martin canal, Belleville and the Buttes-Chaumont, the building stands out against the surrounding blocks and Place Colonel-Fabien, which has recently been cloaked in a vast urban forest.
It’s precisely because it remains an active building that the Espace Niemeyer is only very rarely open to visitors. The European Heritage Days, each year, stand among the few occasions when the public can freely explore its emblematic spaces.
Even more unusually, occasional openings are held, as in July 2026, to mark the heatwave, letting the public enjoy this air-conditioned building while discovering one of the jewels of modern Parisian architecture. For architecture and heritage enthusiasts, or simply fans of offbeat places, the opportunity is rare enough to be worth noting!
