Block everything! General strike, disruptions to Parisian transport, schools closed... September 10, 2025 is shaping up to be a black day in the Paris region, with a nationwide protest movement against the Bayrou government's measures.

The strike of September 10, 2025 is mobilizing many sectors in France around the citizen movement"Bloquons tout", born on social networks in reaction to the 44 billion euro savings plan announced by François Bayrou. This nationwide mobilization is targeting the abolition of two public holidays (May 8 and Easter Monday) and budget cuts to public services. The Paris region is gearing up for major disruptions to transport, education and health services.

Which transports will be affected by the strike?

Transport in the Paris region is expected to be particularly disrupted this Wednesday, September 10. The CGT-Cheminots, the SNCF's largest union, has called for "massive participation" in the strike on September 10, denouncing the lack of consideration for "the arduous nature of rail workers' work" and "budgetary austerity in the transport sector". SUD-Rail was the first major SNCF union to call for a strike on September 10, in a press release issued on August 21.

On the RATP side, the La Base union, which has a majority of RER drivers, has called for a strike on September 10 in a statement shared on their Facebook page. The RER D and Transilien R lines are particularly affected by the disruptions, with train cancellations expected at peak times.

National education mobilized against austerity

The education sector is joining the movement en masse. The Union syndicale lycéenne (USL) is calling for school blockades on September 10, "to build a long-term mobilization", and for participation in demonstrations. Several teachers' unions, including SUD Éducation, CGT Éduc'action and Solidaires Fonction publique, have issued advance notice of the day's action.

In higher education, a notice has been issued, notably at the Sorbonne Nouvelle Paris 3, "for all staff and teaching units". It covers the period from September 1 to October 6. The main demands concern the abandonment of reforms deemed harmful to the education system, and a halt to job cuts.

Stores and services

In the retail sector, the CGT Commerce et Services is calling for a massive mobilization on September 10 under the slogan "Bloquons tout" ("Let's block everything"). The CGT Commerce et Services federation has called for "amplifying these mobilizations and multiplying actions on September 10: strikes, walkouts lasting a few hours, participation in rallies and local mobilizations". The major chains Carrefour, Kiabi, But, Primark, Flunch, Elior, Sysco and Sodexo are among the targets of this mobilization.

While the strike call does not guarantee massive store closures, disruptions are expected, particularly in certain hypermarkets and supermarkets in the Paris region. Authorities are also expecting various actions, such as blockades of supermarket logistics centers and "free toll" operations. The union justifies this mobilization by "a tense social context: persistent inflation, purchasing power at half-mast, working conditions considered to be deteriorating in the retail sector".

Who's on strike on September 10?

This mobilization brings together a wide range of sectors and organizations. In the transport sector, the CGT-Cheminots and SUD-Rail are leading the rail protest, while the La Base union is mobilizing RER drivers. The airline sector is joining the movement with Sud-Aérien and the CGT Air France.

Thenational education sector is mobilizing en masse, with SUD Éducation, CGT Éduc'action, Union syndicale lycéenne(USL) and Solidaires Fonction publique. On the university side, advance notice has been given, notably at the Sorbonne Nouvelle Paris 3.

In the civil service, the CGT is calling on its 5.8 million employees (civil servants, contract workers, active and retired staff) in all three sectors (state, hospital and regional) to take part. Force Ouvrière has issued a general notice period running from September 1 to November 30, covering all public and private sectors.

The energy sector is also joining the movement, with the CGT Mines-Energy federation calling for strike action from September 2. Energy providers EDF, Engie and Enedis are mobilized, with over 220 pickets organized across France.

Hospitals and public services on strike

The hospital sector in the Paris region is also mobilizing. At Assistance publique-Hôpitaux de Paris (AP-HP), the unions (CGT, FO, Unsa, CFTC, now joined by the CFDT) have held general assemblies in the various hospitals to prepare for a strike. The five organizations have called a strike from September 5, so that they can stop work if the general assemblies decide to do so.

Beyond the traditional sectors, the CGT trade and services union is also calling for a strike on September 10, with a rally planned by the prevention and security branch in front of the Ministry of Labor. This branch is denouncing "the increase in assaults, incivilities, job insecurity and low wages in the security and safety sector".

Pharmacies are also joining the protest movement, but on a different timetable. The sector's intersyndicale (Uspo, FSPF, UNPF, Federgy, UDGPO) is planning an initial closure of pharmacies on September 18, followed by closures every Saturday from September 27. This mobilization follows the reduction in trade discounts on generic drugs, from 40% to 30% of the purchase price as of September 1. Pharmacists are denouncing this measure, which directly impacts their margins and threatens the economic equilibrium of local pharmacies.

A movement born on social networks

The "Bloquons tout" movement has its origins in a citizens' mobilization launched on the Internet in the summer of 2025. Born of the rejection of the savings plan presented by François Bayrou, the "Bloquons tout" movement gained momentum with the support of part of the opposition and certain trade union branches. The initiative is reminiscent in its methods of the birth of the Gilets Jaunes movement in November 2018.

In addition to traditional strikes, the movement is aiming to strike at the economic system in a more targeted way. Calls are circulating to boycott bankcards from September 10, in order to deprive banks of their commissions. Other initiatives include "free tolls" on freeways in the Paris region.

A new social year under high tension

September 10 is part of a wider mobilization calendar. Three rail unions are calling for massive strikes and demonstrations on September 18. This second date coincides with the vote of confidence in the Bayrou government, scheduled for September 8 in the French National Assembly.

The CGT has called on 5.8 million civil servants to "block everything" on September 10 and 18, 2025. The strike is aimed at protesting against the austerity plan put forward by François Bayrou's government, a plan deemed dangerous for the future of public services.

In the face of this large-scale mobilization, the authorities remain vigilant. Prime Minister François Bayrou has asked prefects to "show the utmost firmness" in supervising the demonstrations planned throughout France.

Ile-de-France users are invited to plan ahead and telecommute whenever possible to avoid the inconvenience of this day of social mobilization, which promises to be one of the biggest of the 2025 school year.
