The "Bloquons tout" movement is not stopping after the September 10 mobilization, and intends to continue its actions during the inter-professional strike of September 18, 2025, which promises to be massive in the capital and the Île-de-France region. Parisian activists are already preparing for this new stage in their protest against the François Bayrou government's austerity measures, with their sights set on the Paris region's transport network and the ring road.
The aim of the "Bloquons tout" (Let's block everything) campaigners is tooutflank the unions in order to exist, and they are counting on this new day of mobilization, which they hope will be massive. At a meeting held last Thursday, they came up with a number of ideas for amplifying the movement launched on September 10. Among the actions envisaged: activating alarms in the Paris metro, blocking the ring road during rush hour or mobilizing in bars across the capital.
Blocking strategies are becoming clearer. "Why don't we block the ring road at 5pm when there are lots of cars?" asks one participant. "It's easier than at 6am, when you're immediately spotted by the cops". Other activists want to "go to the 16th arrondissement, to Neuilly... It'll be the first time middle-class people have been gassed", suggested one participant to AFP, illustrating the desire to extend civil disobedience actions to new areas of Paris.
The movement already boasts a few successful stunts. "On September 10, we organized a bike snail mission," recounts one young man. "We rode at two an hour on the boulevards des maréchaux. We even blocked the Brav M (the motorized police brigade) for 15/20 minutes." These symbolic actions testify to the creativity of the movement born on social networks to challenge the Bayrou budget and its 43.8 billion euros in savings.
The call by the movement's initiators to boycott bankcards has not had the desired effect. Among the actions advocated, this call to use cash only was aimed, according to them, at destabilizing the banks. However, the Banque de France reported that "no significant change has been observed. Overall, payments and withdrawals are within their usual fluctuation range".
In terms of union support, only the CGT and Solidaires initially backed the September 10 strike. They are now calling on all employees to strike on September 18. "It was very important that the mobilization (on Wednesday) was a success, and that the one on the 18th was even more successful, with even more demonstrations and strikes," said Sophie Binet, General Secretary of the CGT, France's second largest trade union, on RTL.
According to CFDT leader Marylise Léon, the day of September 10 was an opportunity to express anger and "fed upness". "What will count now is the preparation and success" of the September 18 mobilization, she said on Thursday, marking a gradual convergence between the citizens' movement and traditional union action.
The "Bloquons tout" movement was born on social networks in reaction to the Bayrou government's austerity measures. It advocates civil disobedience and blocking actions to put pressure on public authorities. Unlike traditional union mobilizations, this movement favors spontaneous, decentralized actions.
The strike on September 18 promises to be particularly well-attended in the Paris region. The four major RATP unions - CGT, FO, Unsa Mobilité and CFE-CGC - are calling for "a massive day of strikes and demonstrations". On the rail side, three major unions (CGT-Cheminots, Unsa-Ferroviaire and CFDT-Cheminots) have also called a strike.
This date comes eight days after the "Bloquons tout" movement on September 10, and ten days after the vote of confidence requested by Prime Minister François Bayrou in the National Assembly. Thetrade unions (CFDT, CGT, FO, CFE-CGC, CFTC, Unsa, Solidaires, FSU) are protesting against what they describe as the government's "brutal" budget proposal.
This convergence between citizen movements and traditional union action illustrates the scale of social protest in the face of the government's budgetary policies. September 18 could mark a new stage in this autumn mobilization, which promises to be decisive for the future of public policies.
