The French capital is gearing up for a particularly tense day on September 10. The "Bloquons tout" movement, which has been circulating massively on social networks for several weeks, is causing concern among the authorities in Paris and the surrounding region. Laurent Nuñez, Prefect of Police for Paris, warned on RMC this Tuesday morning of the risk of major disruptions to transport and infrastructure in the region.
This atypical mobilization presents an unprecedented challenge for the forces of law and order. Unlike traditional demonstrations, the "Bloquons tout" movement has neither a declared organizer nor a structured procession. This lack of an official framework considerably complicates risk assessment and the preparation of security arrangements. "It's more of a general call than an organized demonstration", said the police prefect, who expects to see "a few individuals from the radical left-wing movement" carrying out dispersed actions across the Paris region.
The authorities are particularly concerned about the number of possible actions, whether coordinated or spontaneous. The Paris ring road, which has already been targeted by blockades in the past, is one of the hotspots being monitored. Paris train stations are also potential targets, notably the Gare du Nord, Gare de Lyon and Saint-Lazare, through which hundreds of thousands of travelers pass every day.
The Roissy and Orly airports are of particular concern to the security services. These airports, essential to the capital's international reputation, could experience disruptions to road access or directly to their terminals. Public transport in the Paris region is not spared, with particular attention being paid to RER lines already weakened by ongoing industrial action at SNCF and RATP.
Even more worryingly, Laurent Nuñez spoke of threats to oil depots and logistics infrastructures. "We're expecting hit-and-run operations, blockades and even sabotage attempts," he warned. This potential escalation in modes of action represents a major security challenge for the authorities.
In the face of these multiple threats, the government has decided on an exceptional mobilization. On Monday evening, Bruno Retailleau, the resigning Minister of the Interior, announced the deployment of 80,000 police officers and gendarmes nationwide. In the Île-de-France region, the Préfecture de Police is planning to reinforce the police presence, including during the night, to guarantee rapid intervention in the event of an incident.
"We will systematically intervene to prevent damage. We will not tolerate any attack on essential infrastructures", insisted the Prefect of Police. The people of Ile-de-France will therefore have to get used to a highly visible police presence around major traffic junctions, main railway stations and airports.
This mobilization is accompanied by increased surveillance of social networks, where calls for action are multiplying. The authorities are trying to anticipate potential gathering points, even if the absence of a structured organization makes this a particularly delicate exercise.
Alongside the splinteractions feared by the forces of law and order, several traditional demonstrations are expected to take place in the capital. The Place de la République, a historic rallying point for Parisian social movements, will probably host a number of rallies. However, the authorities fear above all unpredictable actions by small, mobile groups, difficult to channel and supervise.
This unprecedented situation is testing the ability of security services to adapt to new forms of social protest. The massive use of social networks to coordinate decentralized actions represents a major challenge for maintaining law and order in a metropolis the size of Paris.
Residents of the Paris region are advised to anticipate any disruption to their travel plans, and to keep abreast of developments via the official channels of the Paris Police Prefecture and transport operators. The authorities also recommend telecommuting whenever possible to limit non-essential travel.
